Sensitivity.

Sensitivity is the attribute of perception in consciousness.

All Consciousness implies Duality - The Perceived and the one who perceives.

The One who perceives is the conscious, the subject of perception, while the perceived is the object that is perceived in consciousness. Sensitivity varies from a numerical measure of zero (0) to Total / Whole, which as perfect could be one (1). Then The Ultimate Sensitivity is the brahman /  ब्रह्मन्  Who is non-differential, devoid of the 3 kinds of differentiability applicable to all and every individual object or subject in the Existence.

Now we can define the

Sensibility Index as the ratio :

(As The measure of) Sense / (As The measure of)  Sensitivity, within the limits (i.e. between 0 and 1.

Between The Brahman and The world is supposed a conscious entity that could be named -

God or the Individual.

God is supposed to possess infinite Power, while the individual has infinitesimaly a very small part of Power in comparison to God.

The inert matter and the World has zero. It just follows the dictates of God only. The individual on the other hand has only a small fraction of Power and sensitivity both.

Individual is subject to death but the God is the one who dictates life and the  death both of the one and all the individuals.

Sensitivity and Sensibility.

First of all, let me say what I mean by Sensitivity and Sensibility and how I distinguish the two. Sensitivity is the core nature. Sensibility is the general character of any organism.

Accordingly the sensibilities of different species have core nature which can be said to be a significant feature of that of any organism. Sensitivity is common in all living beings, say organisms but the Sensibility may differ from one another.

Thus birds have a kind of Sensibility that differs from the Sensibility of humans or other animals, plants and fish etc.

Again, though the Sensitivity remains the same, while the Sensibility develops and in general, goes through three stages of the life of the organism -

Namely the child, the adolescence and the adult. Like the hunger, the thirst, the sleep the sex-urge and drive too keeps on diminishing after a certain age in the life, according to the nature of the particular species.
