Dear ......e,
I am mailing this piece that I wrote just now.
I wanted to write about 'destiny' and wrote-up this !!
But a few lines about your q.
1. 'Destiny' as a concept or reality ?
All the causes are pre-existing, predetermined.
The moment of 'now' is the final consequence of those
innumerable causes.And the same is true for all the future,
consecutive moments.
In that way everything is meticulously pre-determined.
You have asked :
"'who' or 'what determines this ?"
Is your question valid ?
2. ' Who' is affected / influenced by 'Destiny' ?
A human being, a situation, an event,...?
Obviously, there is 'some-one' who has a 'destiny', who
comments about a situation, event or their 'sum' as in his /
her mind. This comment is an effort of translating the
'Reality', into the framework of 'thought'.'Thought' thus
'comments', and imposes upon one the illusion of 'Destiny',
sorrow, failure, success, ...etc. Even a 'self'.
3.So there is a ground and support for thought (consciousness?)
that is the only Reality, in the true sense.

The Existence.
Is Totality.
The objective and the subjective Reality.
Something or some-one may or may not 'exist',But the
objective Reality and subjective Reality is it's own irrefutable
evidence.We are saying 'objective' / 'subjective', only for the
sake of conversation.There is always a 'being', a 'living' body,
which is to be accepted and can't be denied to 'exist', before
we can talk of anything. There is a 'living' body . And 'living'
implies it is endowed with 'consciousness', that is the faculty
that enables the body to grasp 'information' about itself and
the surroundings. Obviously, this 'consciousness' may be a
result of chemical reactions,that bring into 'existence' a certain
'organism' (biological cell ?), or even prior to that, where-in
the chemical reactions take place and are 'perceived' in the
'consciousness'. Whatever be the case, There is always a
'consciousness' associated with a 'living' body, and the 'living'
implies 'consciousness' ; 'consciousness' implies living.

What about plant-life?
Obviously, every plant and flora, have an intrinsic 'programming',
that unfolds during it's growth. This 'programming' is a of course
a very complex yet very systematic, in fact precisely perfect in
it's own way. External circumstances force upon them in some
way, but not this very basic intrinsic 'information'. The plant, as
an organism responds to, and reacts to surrounding conditions.
And again the surrounding enviroment also 'conditions' it's 'life'.

What about animal-life ?

So 'consciousness' that is associated with a body is always kind
of 'conditioned' by the extrnal circumstances, whether in a plant,
animal, or even a human body.
Therefore 'mind' as such is always a collective 'final' effect of
innumerable external effects upon the 'consciousness' associated
with a body.These effects form the basis and framework of
'memory', that comes into 'being' remains for the life-time and
finally must end-up with the dissolution of the body, when the
body along-with the 'memory', becomes extinct.
